Барселона. Жаркий август. В одной из летних школ города, куда приезжают летом учить язык студенты – иностранцы из разных уголков мира – в одном из классов разгорелся спор. Участники – обычные студенты: европейцы из Германии, Франции, Италии. Среди них была бойкая отличница датчанка и один русский студент. Спор вызвало безобидное и простое на вид классное задание. Нужно было прокомментировать бытовую ситуацию: «Ты выпил колу в стеклянной бутылке, рядом стоит контейнер для бумаги. Твои действия?» Сонные студенты на ломаном испанском стали по очереди рассказывать, что они дойдут до контейнера для стеклянной тары и бросят бутылку только туда. А энергичная отличница датчанка вообще целую лекцию о необходимости сортировки мусора успела прочитать. Очередь дошла до русского. После долгой паузы тот вдруг неожиданно заявил: «Да не буду я заморачиваться, брошу куда-нибудь в любую урну». Воцарилось молчание, шокированные европейцы уставились на бунтаря. Тишина сменилась всеобщим громким осуждением, сильнее всех негодовала датчанка – ничего подобного она никогда в своей жизни не слышала.
Нет, это не анекдот про русских за границей, я лично была свидетелем этой забавной ситуации. Однако еще 2-3 года назад вы тоже могли бы спокойно оказаться на месте незадачливого русского студента, а может и сейчас встали бы на его защиту. И все-таки нельзя не признать, что в России стали чаще задумываться и говорить о проблемах экологии.
За границей раздельные контейнеры для мусора стоят через каждые несколько метров. Еще несколько лет назад большинство наших соотечественников совершенно не понимали эту систему сбора мусора. Что же это чудо-контейнеры, которые в последнее время не дают покоя нашим чиновникам и активистам по защите окружающей среды?
Раздельные контейнеры для мусора – особая система сбора мусора, принятая повсеместно в США и в большинстве европейских стран. Система заключается в сортировке отходов из пластика, бумаги, металла, стекла, а также органических и технических отходов в раздельные контейнеры перед утилизацией на мусороперерабатывающем заводе.
Первое упоминание о такой системе сбора мусора появилось в 1895 году в Нью-Йорке. Считается, что именно в этом городе впервые была введена такая сортировка отходов. В результате урбанизации и быстрого роста промышленности перед городом остро встал вопрос: что делать с мусором? Практика раздельной сортировки и дальнейшей переработки вторсырья быстро показала свою эффективность, и вскоре европейцы заимствовали этот опыт у американцев.
Я провела небольшой опрос среди своих знакомых москвичей: есть ли у них во дворе специальные контейнеры для раздельного сбора мусора, и вообще, как часто они видят на улицах города такие контейнеры. Большинство, как и ожидалось, ответили: «А что, неужели где-то такие уже стоят? У нас во дворе обыкновенные». Некоторые, правда, вспомнили, что на остановках возле метро встречали автоматы, так называемые фандоматы. Для тех, кто не в курсе: это аппарат по приему алюминиевых банок и пластиковых бутылок, рассчитывающийся с пользователем наличными за каждую сданную тару.
В блоге руководителя департамента природопользования и охраны окружающей среды Москвы А. О. Кульбачевского около месяца назад широко обсуждалась тема: насколько жители столицы готовы к раздельному сбору мусора.
Прочитав все комментарии в этом и в других блогах, выяснилось, что общее мнение можно выразить примерно так:
1. Москва точно не готова. Низкая культура, огромное количество приезжих из слаборазвитых стран, отсутствие нормальных площадок для раздельных контейнеров с удобным подъездом для техники.
2. Не готовы скорее власти, муниципалитеты и жилкомсервисы, а не жители. Многие еще с советских времен помнят прием стеклотары, макулатуры, металлолома и совершенно не против сортировать мусор. Главное, чтобы государство финансировало этот проект, а люди подтянутся.
3. Пока вы тут все разглагольствуете, я уже давно разделяю отходы и отвожу сам на переработку! Неудобно, а что делать! Думаю о том, в какой стране будут жить после меня мои внуки.
На удивление, пункт 3 встречался неоднократно. Экологическая культура все-таки растет, и большинство высказалось в пользу необходимости введения раздельных контейнеров. Значит, народ созрел.
Однако, как выяснилось, пока эффективно работающих проектов по раздельному сбору мусора ни в Москве, ни в Петербурге нет. В Петербурге был предпринят проект по установке во дворах баков для раздельного сбора мусора. Но на этом все и закончилось. Ни работы с населением, ни с обслуживающими организациями, поэтому баки в основном используются не по назначению, а под смешанный мусор. Люди не знают о возможности разделять мусор или демотивированы тем, что эти баки вывозятся одной машиной.
Однако все-таки можно считать, что проблема сдвинулась с места. В Москве существует более 20 общественных групп, вот список основных проектов:
1. проекты московской группы «Мусора.Больше.Нет»,
2. организация просветительских пунктов приема раздельно собранного мусора в рамках проекта «Разделяй и здравствуй!»,
3. проект «Спаси дерево» (сбор макулатуры) – в 2010 г. в проекте приняли участие более 55 организаций,
4. организация раздельного сбора в домашних условиях – проект ЭкоЛофта,
5. с 1 ноября 2010 г. Институт архитектуры и дизайна «Стрелка» ввел раздельный сбор отходов с последующей сдачей в переработку.
Вот что заявил лидер группы «Мусора.Больше.Нет» Денис Старк: «В Москве с назначением Антона Кульбачевского есть надежда на изменение ситуации. Он поинтересовался о тех общественных инициативах, которые есть в этой сфере. Была, к примеру, проведена встреча с представителями движения «Мусора.Больше.Нет». Это позволяет верить в то, что в этот раз правительство будет заниматься этим вопросом в сотрудничестве с общественными организациями и инициативными группами».
